    No. Section 8 (the Housing Choice Voucher program) is a federal HUD program administered by local Public Housing Authorities in every state. The BRRRR strategy works in any market with distressed inventory and a functional HCV program. The course teaches the underlying principles; we use St. Louis as a live case study throughout.
